They're a distinct society with regards to health care only because continuing to cater to Quebec is the only way the Liberals cling to power. At least that's how it looks in my jaded view......
The Liberals continully allow Quebec to run amok because they know they'd lose the rest of their seats in the povince if they every treated Quebec as an equal to the other provinces.
