Based on the leaked items mentioned, it would seem the Tories are certainly giving at least the optics of taking emmissions caps seriously.

Sean, that link is cool, but I've thought there must be something more useful, some way to actually make the panel into a solar power collecting panel. Why waste the sun?
It could be a miniature, elfin version of a Dyson Shell. A shield that blocks sun from the Earth, but collects and transmits solar power.
If a space elevator is possible, with a physical connection to an ocean-bound platform, then a physical connection to an orbiting solar panel/umbrella is also feasible.
