Indeed, Fred Mc, it is understandable for a Canadian citizen like Dion, whose first language is French, to murder the English language on occasion.
As for McKay, well, if he meant to sign a deal with, say Germany, but signs it with Poland, we can all be happy that at least he will be confused in English.
As for your 'miss-identifying' it should be spelled misidentifying. But I guess that's OK for you to murder the English language because you are a citizen of English Canada.

You'd think Peter MacKay making a fool of himself would get tiring after a while but I still enjoy it every time.
I also watched the first half of that video multiple times, during which time the gaffe never lost its humour.
Then I finally let the video play to the end, whereupon Mary Walsh's bizarrely over-the-top reaction basically killed the funny.

Mary Walsh ceased being funny about the same time that she put her Warrior Princess shtick in the attic and likely when she decided to take a stab at "serious" drama. Is it just me or does it seem that celebrities (even "fart in the breeze" types like Mary Walsh - her term, not mine) get off on making controversial statements in the media lately? Not that she is self-destructing mind you, I suspect she (like the Tories or Liberals or even the NDP) have a solid cadre of boosters out there.
